Hillsborough advocate Margaret Aspinall urges Keir Starmer to fulfill his commitment promptly and enact a law preventing future government cover-ups. Aspinall, who lost her son James in the 1989 tragedy, expressed frustration over delays in implementing the Hillsborough Law. She emphasized the importance of Starmer honoring his pledge to introduce the legislation without further delay, addressing not only her but the entire nation.

Her appeal coincides with the upcoming 37th anniversary of the Hillsborough disaster, which occurred during an FA Cup semi-final match between Liverpool and Nottingham Forest at Hillsborough Stadium. Aspinall, alongside other affected families, has persistently campaigned for justice for more than thirty years. Last year, she commended Starmer for upholding his promise to introduce the Hillsborough Law during his Labour conference address in Liverpool.

The proposed legislation, known as the Public Office (Accountability) Bill, aims to establish a “duty of candor” for public officials, mandating honest conduct under penalty of criminal repercussions. However, debates over amendments concerning the inclusion of security services, such as MI5, led to the Bill’s withdrawal from the Commons earlier this year. Ongoing negotiations between Hillsborough families, legal representatives, and government officials have hindered its progress, diminishing the likelihood of passage before the current parliamentary session concludes.

Aspinall expressed frustration over the prolonged process, questioning the motives behind delays and the repeated references to national security concerns. Advocates for transparency in public offices, including victims of the Grenfell Tower fire and the Post Office Horizon IT scandal, support the legislation. Aspinall highlighted the immense costs incurred by lies and cover-ups, contrasting them with the simplicity and value of truth.

Starmer has engaged with Aspinall on multiple occasions, demonstrating a commitment to addressing the needs of affected families. Following the Bill’s suspension, Starmer emphasized the importance of rectifying past injustices and ensuring a brighter future for families. He emphasized the delicate balance required when applying principles to security and intelligence agencies, prioritizing national security interests.

A government representative underscored the significance of the proposed legislation in upholding accountability and preventing cover-ups, particularly in tragedies like Hillsborough. Despite facing challenges, the government remains dedicated to ensuring the legislation safeguards national security while fostering transparency and accountability.

The fight for justice and the enactment of a law to prevent future cover-ups has been a longstanding endeavor for Hillsborough campaigners. While the legislation was introduced in response to past injustices, ongoing debates regarding its application to security services have stalled its progress. Negotiations continue with the hope of resolving these issues before the next Labour conference in Liverpool.
