The conduct of the U.S. ambassador to Canada has sparked significant displeasure among many Canadians. A House of Commons petition calling for the declaration of Pete Hoekstra as persona non grata garnered over 225,000 signatures. According to former Canadian diplomat Jeremy Kinsman, Hoekstra’s behavior does not typically warrant such drastic measures, reserved for cases of serious misconduct and direct interference in Canadian affairs. However, Kinsman criticized Hoekstra for delivering an unfavorable message in an undiplomatic manner. Kinsman highlighted the importance of separating the message from the messenger in diplomacy.
The U.S. Embassy has refrained from commenting further on the petition. Notably, several American career diplomats have expressed dismay over the behavior of some U.S. ambassadors appointed during the Trump administration. John Dinkelman, a former diplomat, emphasized that diplomacy involves not only presenting arguments but also maintaining positive relations with host countries.
Kinsman drew parallels between Hoekstra’s approach and that of former Chinese ambassador Lu Shaye, known for his confrontational stance. The trend of U.S. ambassadors adopting a more assertive and offensive tone has raised concerns among diplomatic circles. The article further discusses instances of controversial behavior by other U.S. ambassadors in different countries, highlighting the challenges faced in diplomatic relations under the Trump administration.
Moreover, the article mentions the significant number of vacant U.S. ambassadorial posts globally, which has raised concerns among diplomats about the U.S.’ diminished diplomatic presence in key regions. The reliance on special envoys, including private citizens like Jared Kushner, for crucial foreign affairs negotiations has been criticized for bypassing traditional diplomatic channels and excluding career diplomats from decision-making processes.
